Develops the First-Order Second-Moment (FOSM) reliability theory as a practical alternative to classicial reliability theories. Recognizing that incomplete knowledge and information are unavoidable, FOSM represents uncertainty in structural design variables by using only the first and second moments (means and variances) of design variables in analysis.
