A categorization system or taxonomy of components is developed, including both structural and nonstructural elements, but focusing on the latter. Taxonomic groups are defined to meet 10 objectives to ensure that meaningful fragility functions can be created or a group. The focus is on those nonstructural elements that contribute significantly to earthquake-induced repair costs, casualties, or loss of use (downtime).
